On the agenda for the Planning Meeting 17th January 2017 Item 6 the following is stated:

What was the correspondence? None was appended to the online agenda. I awaited the minutes.

And the minutes say:

No clearer then.

And what is 2900/16/FL? Apparently it had already been approved by the District Council on 6th January 2017. Waste of time.
